Federica Maria Rita Livelli, a risk management and business continuity consultant, and Antonio Albanese, a political-military analyst and reserve officer in the Guardia di Finanza with extensive NATO experience, have co-authored a report aimed at breaking the regulatory and diplomatic silence surrounding states’ digital operations, analyzing the gray area of international law and the implications for global security, particularly in light of the conflict between U.S. and Iran.
